The Royal Thai Embassy in Phnom Penh is accelerating efforts to enhance trade facilitation between Thailand and Cambodia through the annual business seminar with an aim to equip Thai businesses with knowledge about the customs policies and regulations of both countries, in order to help achieve the bilateral trade goal of USD 15 billion by next year.
In collaboration with the Thai Business Council in Cambodia (TBCC), the Royal Thai Embassy in Phnom Penh organized the 2024 annual business seminar for Thai entrepreneurs and private sector representatives in Cambodia. The seminar, held on August 26, 2024, at the Oakwood Premier Hotel in Phnom Penh, was titled “Enhancing Trade Facilitation: Cambodia’s Customs Policies and Regulations for Thai Exporters and Importers”
The seminar aimed to enhance the knowledge and understanding of Thai business operators in Cambodia regarding customs policies and regulations for cross-border shipments between Thailand and Cambodia. The goal is to reduce trade barriers, particularly along the Thai-Cambodian border.
H.E. Mr. Cherdkiat Atthakor, Ambassador of Thailand to Phnom Penh, reaffirmed the Embassy’s commitment to continuously strengthening the capabilities of the Thai private sector. This seminar represents a joint effort between the public and private sectors of Thailand and Cambodia, aimed at turning trade obstacles into opportunities for Thai entrepreneurs.
H.E. Dr. Kun Nhem, Minister attached to the Prime Minister and Director General of the General Department of Customs and Excise of Cambodia, emphasized Cambodia’s commitment to fostering a favorable investment environment and ease of doing business through significant reforms in customs revenue collection, trade facilitation cooperation, and the adoption of technology to expedite processes and reduce costs for businesses, including reducing transportation costs. Given that Thailand is Cambodia’s second-largest trading partner within ASEAN and the third-largest trading partner for international trade, the Cambodian government places great importance on trade facilitation to further increase the value of bilateral trade.
Mr. Pha Eng Veng, Deputy Director General of the General Department of Customs and Excise of Cambodia and Mr. Arkom Laotaweesup, Customs Technical Officer, Professional Level Chief of Customs Procedures Unit II, Customs Standard Procedures and Valuation Division, Customs Department of Thailand are the key speakers. Both representatives provided an overview of Cambodian and Thai customs policies and regulations, recent customs regulations, key practices and procedures for importers and exporters, procedures for cross-border and international transportation of goods, as well as recommendations for improving the efficiency of customs clearance from Thailand to Cambodia.
In addition, representatives from the private sector with extensive experience in cross-border transportation between Thailand and Cambodia shared their insights. These includes (1) Mr. Noppawut Teeravijarnkulkul, Vice President of CLMV and China Business, SCGJWD Logistics; (2) Ms. Natthachanun Chuncheujan, Country Manager, LOGICAM LEO (CAMBODIA); and (3) Mr. Sarawut Tadto (CEO Representative), Head of QC and GPS Department, Vireak Buntham Thailand. The private sector representatives agreed that the Cambodian market remains one of the most attractive markets in the region, and that understanding regulations and building partnerships with local businesses are key to successful business operations in Cambodia.
The seminar was attended by over 120 Thai private sector participants, representing more than 60 companies.

សិក្ខាសាលានាថ្ងៃនេះមានគោលបំណងក្នុងការបំពេញបន្ថែមនូវចំណេះដឹង និងបង្កើនការស្វែងយល់ជូនដល់សហគ្រិនរបស់ថៃនៅក្នុងប្រទេសកម្ពុជា ទាក់ទិននឹងគោលនយោបាយ និងនិតិវិធីគយក្នុងការដឹកនាំជញ្ជូនផលិតឆ្លងដែនរវាងថៃ និងកម្ពុជា ដើម្បីលុបបំបាត់នូវឧបស្គគក្នុងការធ្វើធុរកិច្ចជាពិសេសតំបន់ព្រំដែនកម្ពុជា - ថៃ។
ឯកឧត្តមឈើតគៀត អត្ថាករ ឯកអគ្គរាជទូតថៃប្រចាំកម្ពុជា បានសង្កត់ធ្ងន់នូវការប្តេជ្ញាចិត្តរបស់ស្ថានទូតថៃនៅក្នុងការពង្រឹងកម្រិតសមត្ថភាពជូនដល់វិស័យឯកជនថៃជាបន្តបន្ទាប់ ដោយផ្ដោតទៅលើការធ្វើឲ្យវិស័យឯកជនថៃមានចំនេះជំនាញដែលចាំបាច់ទាក់ទងជាមួយបទបញ្ញត្តិឬនិតិវិធីក្នុងវិស័យពាណិជ្ជកម្ម និងបង្កើនការស្វែងរកការសហការជាមួយស្ថាប័នសាធារណៈរបស់កម្ពុជានៅក្នុងការបង្កបរិយាកាសដែលអំណោយផលចំពោះការធ្វើធុរកិច្ច និងវិនិយោគរបស់ថៃ ដោយសិក្ខាសាលានេះជាការធ្វើការរួមគ្នារវាងវិស័យសាធារណៈ និងឯកជនរបស់ថៃនិងកម្ពុជា ដោយរំពឹងថានឹងអាចប្តូរពីឧបស្គគឲ្យក្លាយទៅជាឱកាសសម្រាប់សហគ្រិនថៃអាចពង្រីកអាជីវកម្មបន្ថែមបានកាន់តែងាយស្រួល។
ឯកឧត្តមបណ្ឌិត គុណ ញឹម រដ្ឋមន្ត្រីប្រតិភូអមនាយករដ្ឋមន្ត្រី អគ្គនាយកនៃអគ្គនាយកដ្ឋានគយ និងរដ្ឋាករ (អគរ) ក៏បានសង្កត់ធ្ងន់នូវការប្តេជ្ញាចិត្តរបស់ អគរ នៅក្នុងការបង្កើតនូវបរិយាកាសល្អប្រសើរសម្រាប់ការវិនិយោគ និងជំរុញនូវភាពងាយស្រួលក្នុងការធ្វើអាជីវកម្ម(Ease of doing business) តាមរយៈកំណែទម្រង់សំខាន់ៗក្នុងការប្រមូលពន្ធអាករគយ កិច្ចសហប្រតិបត្តិការក្នុងការបង្កភាពងាយស្រួលក្នុងវិស័យពាណិជ្ជកម្ម ការប្រើប្រាស់បច្ចេកវិទ្យាដើម្បីជាការបង្កភាពងាយស្រួលដល់សហគ្រិនដើម្បីពន្លឿននិតិវិធីសាធារណៈ និងកាត់បន្ថយថ្លៃចាយវាយរបស់សហគ្រិន ព្រមទាំងកាត់បន្ថយថ្លៃដឹកជញ្ជូនថែមទៀតផង ដោយនៅក្នុងតំបន់អាស៊ានថៃជាប្រទេសដៃគូរពាណិជ្ជកម្មលំដាប់ទី ២ របស់កម្ពុជា និងលំដាប់ទី ៣ សម្រាប់ពាណិជ្ជកម្មអន្តរជាតិ។ រាជរដ្ឋាភិបាលកម្ពុជាផ្តល់សារសំខាន់យ៉ាងខ្លាំងនៅក្នុងការបង្កភាពងាយស្រួលដល់ការធ្វើអាជីវកម្មដើម្បីបង្កើនទំហំពាណិជ្ជកម្មរវាងគ្នាទៅវិញទៅមកឲ្យកាន់តែកើនឡើងថែមទៀត។

ក្រៅពីនេះតំណាងវិស័យឯកជនដែលមានបទពិសោធន៍ជោគជាំនៅក្នុងវិស័យដឹកជញ្ជូនឆ្លងកាត់ព្រំដែនទាំងថៃ និងកម្ពុជា ក៏បានចូលរួមចែករំលែកនូវបទពិសោធន៍នៅក្នុងកម្មវិធីនេះផងដែរ ដែលរួមមាន (១) លោកណុបផាវុឍិ ធីរៈវិចានយ៉ានគុណ អគ្គនាយករងផ្នែកធុរកិច្ចនៃក្រុមប្រទេស CLMV និងចិន SCGJWD Logistic (២) កញ្ញាណាត់ឆាណាន់ ជុនជឿចាន Country Manager, LOGICAM LEO (CAMBODIA) និង (៣) លោកសារ៉ាវុធ ធិតតូ (តំណាងអគ្គនាយក) ប្រធានផ្នែក QC and GPS ក្រុមហ៊ុនវីរៈប៊ុនថាំ ប្រទេសថៃ។
ដោយតំណាងនៃវិស័យឯកជនយល់ឃើញដូចគ្នាថា ទីផ្សារកម្ពុជានៅតែជាទីផ្សារមួយដែលគួរឲ្យចាប់អារម្មណ៍ខ្លាំងបំផុតនៅក្នុងតំបន់ ហើយការយល់ដឹងទាក់ទងជាមួយនឹងនិតិវិធី និងការបង្កើតនូវភាពជាដៃគូរជាមួយអ្នកធុរកិច្ចក្នុងស្រុក ជាបេះដូងនៃភាពជោគជ័យសម្រាប់ការធ្វើអាជីវកម្មនៅក្នុងប្រទេសកម្ពុជា។
សម្រាប់សិក្ខាសាលាក្នុងឱកាសនេះមានអ្នកចូលរួមមកពីវិស័យឯកជនថៃប្រមាណជាង ១២០ នាក់ ដែលសុតសឹងជាតំណាងមកពីជាង ៦០ ក្រុមហ៊ុន៕
